i think i should have been more clear. What i meant by alt tags not working in all scenarios .. alt tags do not always "pop up" for a viewer to read. They were not created for that purpose. They were created so that (one) people who have their graphics turned off could still follow navigation and see the general layout of the page and (2) the computer software of blind people navigating your pages would have some source of information to read. Also i was right the first time, though all browsers do not support it, it is the title="" attribute(not name) and not the alt="" attribute that was introduced in html 4.0 to provide information about any visible element. But if you decided to use the title attribute, which again does not work on all browsers, you would still need to keep the alt attributes in, for the browser readers and browser reading software. o.
