I'm not sure if they operate outside the U.S. or not... but you could try getting an account with Netbank. They are strictly an internet bank, so they might work outside the U.S. and if so, they will give you a Visa debit card that will allow you to spend the money in your checking account the same way you do with a normal Visa credit card. If Netbank doesn't, another internet bank might.
