Paint shop pro is a pretty versatile program and it's very cheap... If you look around, you can also find a cheap version of Photopaint 9, that is also a very good image editor, under $100 bucks... You can get older versions of photoshop, in closeout software places on teh web, like version 5.5 and 4 for very cheap too, like under $100 if you hunt around, they'll sell just the CD... But PSP is also a great program adn a well supported program...
