As far as applying the hair to the head, you should then find the hair item in the library, where you can click on it and it will usually just go right to the figure's head. Now, you should note that some hair is a figure, like Anton's Vicki Changing Ponytail, and it's in the Characters libaray, not the hair library. Usually, the hair from the Hair library will already be parented to the head and just stay there, but in the case of Character hair, you will probably have to Parent Figure to the character's head in order to make it stay with the figure when you move him/her. Also, when bringing in a Character hair item, you ned to click the double checkmarks as if bringing in a second character, or the hair will replace your human figure. I hope that didn't confuse you.
