The poser one would be better if you could actually render with it, but alas, maybe in 5. I like the lightwave one. I made one in max if you wanna have a look its called walking ant http://members.shaw.ca/odeathoflife2 I find that the cell shaders look good when there is a line around them gives a more authentic feel to them.

well someone wanna tell us HOW?
Remember...getting lost is the senic route to the eventual destination. (And a lot prettier than the straight road)
From the Animation menu, select Animation Setup. Set the frame width and height to whatever size you want for the final render.
Arrange the scene.
Set your display mode to Cartoon+Line (CTRL-7).
From the Animation menu, select Make Movie (CTRL-J).
If you're rendering a single image (and not an animation), set the Sequence Type to Image Files, Resolution to Full, and Quality to Current Display Settings. Antialiasing is recommended. Adjust the time span to do a single frame only. Click OK.
Poser will ask for a filename and file type for the image, then starts rendering.
By the way, Cartoon+Line isn't a true cel shader. It only uses the material colour settings. No textures, bumps, reflections, or transparencies.

We use "Illustrate!" for Max for cell shading, it does some really cool work. As the link shows you can get some coole ffects as well.Swift 3D from electric rain might be my answer
although it only imports low polygon .3DS files
and exports them as 3D flash animation
or adobe illustrator files
here is a 3D studio animation I exported from lifeforms
and converted to a flash animation using swift 3D.
