When Bryce multi replicate it uses object space ( same as attributes menu ). If you rotated the cylinder 90 degrees on X then muti replicate off setting on Y. The off set will be the top of the cylinder before it was rotated, no matter which direction its facing. What you want to do is rotate your cylinder 270 degrees on the X, then make your offset 5 on the X. This will make the new cylinders raise up wards ( on worldspace Y )
