You don't need to give your account info to get rid of the $1000 limit - you only need to give the "$1.95" code. I think this part is fair - when they charge you the $1.95, they give you a random code on the bill, and if you type in this code they have proof that the card belongs to you and the bill gets paid. If the card was stolen, then the legal owner wouldn't register the code.
