Do you want just ripples coming from the waterfall or actually something closer to like a spray? For the spray I'd experiment with cloud textures using spheres. For ripples if you have photopaint or something similar you can create a greyscale using the ripple texture that is in photopaint or create concentric circles and add gausian blur(about 2 pixels).
