I'm not sure why this contrast is so hard to grasp. Read a good book or tutorial on web design. One fundamental: You should always get to the "meat" of your web page within the first "fold," which means basically before you have to scroll up the screen. If you don't believe me, hunt down a few such primers or tutorials.
