If you're on a pc you should really consider Avatar Lab from Curious Labs. You can put together a lo-res figure and export to Poser. You can also take that figure into a modeling app like Cinema 4d, clean it up, create some morph targets, and go from there. Try taking the lo-res figure and changing the head to a nurb mode, then go to town on features. The lo-res P4 figures included with Poser may also prove to be a good starting point. Bottom line is you will need a modeling program, but you can get some great lo-res figures.
