Check out the Tutorials link at the top of the forum pages for tutorials on making Poser Clothes - It's a fairly popular subject. What program to use? - it varies. A lot depends on what your budget is. Go to the Poser Forum here, and try a few searches. A lot of members have asked for help choosing a Modeling program. There are some free, some cheep, some moderately expensive, and some "break-the-budget" expensive. I did a survey a few weeks back to find the most popular modeling programs used by the more talented folk here, and I posted the results in the Poser Forum.
