The brows and the skinhead have different colours set: that much is clear from your image above. For the majority of skin textures, the colour for both should be white, with highlight and ambient colurs set to black and reflective colour set to white. If you're using Victoria 2 you do have a "Brows Gone" dial: it's below the face shape dials but above the eye shape dials on the head. If you use Victoria 1 it's called "Brows In" not "Brows Gone", but it does the same thing. Set the upper eyebrow colour to something like bright green and turn off the transparency. You should see two ugly green streaks above her eyes. If you don't see that, you need to adjust the brows gone dial until you do. Then go back into Render -> materials. Make sure the skin and eyebrow colours are the same. Change the Upper Eyebrows to whatever colour you want the brows to be, then set the transmap on the upper eyebrows with the settings given earlier in this thread. Then render. If you still see no eyebrows, the problem is probably with the transmap itself. I realise this is a stupid thing to say, but do make sure you are using a transmap that actually does have eyebrow transparencies on it. If it doesn't have them (in black and white, upper right corner of the map), then it's not going to work, whatever settings you use.
