When you scale the News Room up, the floor and ceiling move apart. You can see that the girl is now above the floor. Use the drop to floor option on the newsroom. You will also need to adjust the lettering and monitor, as they are separate props. I think if you parent the monitor and lettering to the newsroom first, they would scale along with the newsroom. You could also scale the characters, which is what I did with Brittany and her outfit. In your first image you could have just moved the characters down a little, since you cant see the floor, it would not matter if they were sunk down into it.
