Well, putting up a link to a site is one thing...but linking directly to files within that site is bandwidth stealing plain and simple. If he truly wanted to drive traffic to their sites, he would have just used a link, it looks like he wants the traffic to stay on his site, so he links directly to the files so no one has to visit the other sites, and doesn't have to worry about his bandwidth getting used for the downloads.
