I've done exactly that, using the ripple effect in various settings on different layers, then exporting all to Adobe Image Ready. There, you convert each layer into an animation frame. Just save it a gif file and you have it. In Image ready, you can control the timing between frames and the duration of each frame. It's very easy to use and works just fine.
