Well, some people are "purist" and think a "true fractal" does not have any proccessing outside of the software that generated the image in the first place. Personally, I lean towards that philosophy. As a Fractal Animater, it is not practical to create images that contain lots of post-processing that impacts the look of the image. If lots of image processing is done in PhotoShop (et al) then I would call it "Digital Art" (Obvious things like borders and frames would be excluded.) There is nothing wrong with either, but I would be hesitant to call an imgage a Fractal when it would not be recognizable without the post-processing in PhotoShop. The image I posted a link for is a personal example where a fractal is used to make "digital art".
