With spotlights, you can click/hold slightly off-center and drag them around in front/left/right/top views. If you click the curved arrow icon, you can easily rotate them by click/holding and dragging the mouse pointer slightly off-center in the desired direction in front/left/right/top views. I always find it hard to do them on the camera view.
