best one for price anyway is ULEAD GIF-X plugin for Photoshop, paint shop pro etc www.ulead.com Thats what I use to make my lightining effects mostly. Lightning and glow effect in this image are from Ulead GIF-X. One problem it has is that by default it sets BACKGROUND LIGHT to 50% so dulls your image, just make sure you move slider up to 100% light in the ULEAD GIFX plugin before you apply it.
