The conversion process needs to be done inside of Poser itself. The way to do this is to go to your Render:Materials pull down menu. Then, to the bottom-left, you will see a field that says: Bump Map. Click where it says "load" and then browse for the JPEG that you want to convert. Select it and hit "OK", Poser will bring up a message asking you if you want to convert it, hit "YES". and then you're all set. This only has to be done once for each file. The reason the files weren't included as BUM's already, is due to the enormous file size and poor compression inherent to BUM files. Hope this isn't too much of a headache for you.
