If it's a large number of entries, people tend to say, "There's so many entries, I'll never get picked, so I won't enter." If there's a small number of entries, it's "Well, if I don't win with so few entries, I'll feel like an idiot, so maybe I shouldn't enter." I will say that there's definitely less entries than our big contests, where I've seen 100+, but there's enough so that we'll fill up the Back Room with the winners, and not all the stories submitted will be in the back room after the contest is over. (I was really afraid that there wouldn't be enough entries, but we did get more than the minimum.)
