Well, it looks like the biggest difference between the two is that victoria's cheeks are more sunken in and her maxillary and zygomatic areas (the bony area both underneath the eyes and to the sides or what laymen would call cheek bones) are too prominent from your picture. Morphs that affect those areas would therefore be required to demphasize them. I can certainly try making a crack at making morphs for this.
