Well, from the red example, it looks like you've already done it. The skin looks like it's been blurred (Filters > Blur > Gaussian Blur) to even out the colours and tones. Any blemishes and imperfections were probably removed first using the Cloning Tool, as were the bags under the eyes, dimple on chin, and various other folds. The eyes have been sharpened (Sharpen Tool) and probably given a touch more blue. The whites of the eyes have been painted whiter. Those two paint jobs were probably done with the Airbrush. Lipstick an eye-shadow were probably also done with the Airbrush (set to 'Color' mode) and Blur Tool. For the eyelashes, it depends on your skill with PS. I would paint them on very carefully using the Airbrush, viewing the whole thing at very high magnification, and using the blue picture as a reference. I would also make sure that I was working on different layer copies of the image for each of those tasks.
