No more than pictures of women with vaginas are offensive to women, anyway, or pictures of men with penises are offensive to men (the current nomencalture is "transgendered persons," by the way, and there are about a dozen different configurations). My guess is that pictures of women with penises are disturbing to some men with penises who might be expecting a picture of a woman with a vagina, instead.
