No Vue doesn't animate water surfaces, as far as making moving waves or wakes. If you use Max, there is the Seascape plugin. It is a little buggy but produces really good results when its working. Your best bet is WorldBuilder - the latest version. It even has a splash texture modeler. However, if its really large waves that you want, then you only have two expensive choices. Max with the Seascape plugin, or Maya Versions 4.0 or 4.5. The latest Maya 4.5 has a wonderful Fluids generator, also with spray generator. But, you are looking at a $5,000. expenditure. Max, Maya and even Truespace do wind effects.
