Ya the best way to make seemless textures is the tried and true method of using the pluggin Offset in Photoshop. Then use the stamp tool to stamp out the seams. You have to do it twice to get it perfect cause you can't go too near the edges or you'll create more seams. Now if you don't have that program any program that can roll the image would allow the same effect. Programs? sTile... Of course completly free and pluggins to help are called "simple" for photoshop PSP and they are free also but work even better if you textures are seamless to start with.
