The only other obvious thing I can think of then is the JPG comrpession setting (usally set when you save as JPG). If it's compressing to much your image can suffer quality wise, it kinda looks blurry. But that wouldn't explain the TIF file though!!! :| scratches head I'm outta ideas :P What software you using to do the resize?

I'm no expert, but the aspect ratio of a 2000x1800 image differs to that of a 800x600 image. Your image is probably going to be shrink somewhat in the horiztonal plane, and will of course look distorted. Try resizing to 800 X 720 and see if the distortion is still there. That image size is the same aspect ratio to your original image.

This might help too if you're using Photoshop 7.
Right click on an image file and choose properties, then go to the Photoshop Image Tab and uncheck "Generate Thumbnails"
Apparently this will still display the previews, but faster! (Im on PS6, so not seen this problem myself).

Check that you've not switched off thumbnail caching. To do this, browse to the offending folder in Explorer. Go to the Tools menu and hit the folder options sub menu. Then select the view tab, ensure the "Do not cache thumbnails" option is NOT checked! Check that and report back :) :)

Coo...that sounds like a neat gadget :) Does using it result in better quality images, or is it simply easier to get a good quality image? Suppose that would depend on how good your eye is to start with (not that I doubt Donald's eye of course, seeing as he takes amazingly natural coloured pics already!!). Sounds like something else I'll be adding to my shopping list when I eventually upgrade to a DSLR :). Now, what was my Lotto numbers again....

I'd vote for a Sony 717 too. Though I have got one of these so I'm biased. It's got a reasonable macro mode, but one of its other strengths is you can buy screw on lens attachements. I've used a +4 close up for some of my macro shots, which is tricky to use some times because the autofocus doesn't work so well, but with a little practise you can get some nice results. And as its now an old model, you may be able to find one on offer somewhere if you shop around.See the attached link for an example of a Sony DSC 717 using the internal flash and a +4 close up lens (and one obliging insect).
A "Prosumer" camera like the Sony 717, 828 or Nikon 5700 is a good compromise between a point and click digi camera and a full digital SLR. I've gone for a prosumer first to see how well I take to this whole thing, and once I'm sufficiently into this lark I'll probably upgrade to a Digital SLR, and will have learnt enough along the way to make the choice of which one much easier :P
Which ever route you go though will have to be justified by yourself on cash vs results. Something thats hard to do in a shop sometimes. So take your time choosing and weigh up the pros and cons of each choice.

Funny I got Bryce, started using it, and even posted an image here, but my old teenage fascination of photography got reawoken looking at the rosity photo gallery! I didn't spend as much as Zhounder on a camera though, only 700 quid (about 1100 USD). But I just know I'll be going from a "Prosumer" to a Digital SLR in a few years at most :P

Dpreview is a great site for checking out features and reviews on many Digital Cameras. The camera you've mentioned gets an "average" rating, though obviously all reviews are subjective to the reviewer. Buying a Digital Camera is certainly one of those things you want to research alot! I spent the best part of a month reading reviews and checking out peoples opinions before I finally decided on a purchase! (I got a Sony DSC 717 in the end).
