This is Windows trying to be helpful. There's two things we've discovered that can cause this. One of them is Background Activity Moderator (BAM). It's supposed to regulate background network traffic so it's not interfering with normal use. Except it thinks the library should be handled as background traffic.
There's no easy fix. It requires editing the registry. You need to remove the registry keys that BAM has created for Poser so it will leave your library functions alone. There's no way to totally disable BAM so it can't "help" again.

The second possible culprit is Fault Tolerant Heap (FTH). This causes a general slowdown of Poser in general. And again it's Windows "helping". And, again you'll need to edit the registry to remove Poser from the FTH list. It it possible to edit the registry to just turn FTH off so it will stop "helping".

If you're not comfortable editing the registry don't try this. There's a way to sneak around it.Both of these apps use the full path to identify it's victims. If you move Poser it will leave it alone, at least for a while. Uninstall Poser and then install it to a different folder When prompted for the Install folder just pick a different name. (C:|Program Files\Fix My Poser\) that will free it from the clutches of BAM. Well until it decides to help again.

I tried your steps with the magnet I can't get it to not work. Clearly there's something more involved. Especially with it only affecting V4.

There must be more to this. To test for a potential problem I loaded up a V2 with ever morphs I have. Then exported a morph injection. Then, in Poser 13 I loaded a completely blank, not even processed with the DAZ exp script. No morphs and no blanks. I applied the injection and everything works as expected.
So it does work. My DAZ content is in a separate library as well. The same library is linked to P12 and P13. That seems similar to your setup.

When you install Poser there's an option to choose the location of the content. The default location is C but you can put it any where you like including your new SSD.

Also an important note is that a lot of this is done with Poser's PREVIEW render. Posers OpenGL comic mode preview is made to mimic the tricks the were used in the early seasons of RWBY were rendered. That means rendering out animations takes minutes instead of hours (or days). If the style you're after is "ink and Paint" Poser is really good at that.

Yes, yes, yes and sure thing. The eye controls on LaFemme 2 control both eyes. The face controls include rotation, scale and translation. It's just a question of how many dependencies you're willing to wire up. The only "no" is that no, a prop can't have multiple parents.
If you look at LaFemme2's eye controller you'll see how it moves both eyes. It's attached to it's own ghost bone that drives the dependencies in both eyes.
Look at the controls for the Metacarpals for an example of how ghost bones can control real joints.

Let me start off with this is way easier in Poser 13. It's basically 1 click to add all the included content. That said let's add the included libraries to Poser 11.
Poser 11's included content is a series of Zip files available for download from the PoserSoftware.com site. https://www.posersoftware.com/downloads/content/11 (That link will ask for you serial number so have it handy.)
Download all that you want to include. Save the zips. Don't let your web browser "help" by extracting the zips for you. They need to be zip files for the next step to work.
Open Poser and from the top menu choose File > Install From Zip Archive ...
Choose one of the zip files you downloaded from the system file chooser.
Now select a library to add the content to ...
Click install and the content from the zip will be added to your library,
After installing content it's recommended to restart Poser to be sure the newly added items show in the library
Now the new content will be in your library

I didn't really follow what you're trying to do but the behavior sounds like you may have created a recursive loop. IN the olden days that would have just crashed poser. Dependencies can't work both ways the left eye can move the right or the right eye can move the left. If you do it both ways that's a recursive loop and well modern Poser just says no. That short circuit was fixed around Poser 10.
If that's not the case a screen shot of what you're trying to do will help.

Oh and the Camera dials being selected. If you click and don't drag the camera ball it selects the camera. If you click and drag it doesn't. Yeah that's kind of vague but it's supposed to work that way.

On the library. The library is a Safari web browser window. [Backspace] in Safari is "Back" so it goes back to no page at all. To get the library back use [Command]+[right arrow] to go "Forward" tot he library. We've tried to make Safari just not do that but, no. Windows machines use a Chrome browser window and it obeys the "Don't navigate away from this page" settings.
For the screen recording, that's for the color picker. For the color picker to work it has to access the screen. I don't know why it keeps asking. Once set your Mac is supposed to remember the setting.

The graph behavior was changed in SR2 so that it opens to show the entire key range instead of just the first 30 frames. Seems that was too eager as it also seems to display the entire *possible* range. Fortunately there were other changes. There's a button in the bottom left of the graph to reset the display range. This only seems to happen when the graph is opened from the Parameter Palette context menu. Opening the graph from the top menu or the button on the animation palette opens it normally.
