I assume you have the Service Pack installed as well as all the updates? It has been mentioned that upgrading Internet Explorer to version 6 helps.
Norton Anti-virus sometimes seems to cause this problem as does Microsoft Office suite.
I've also seen it suggested that this problem was related to "spyware" i.e. Gator, Cydoor, Alexa, BonziBuddy, Aureate. The recommended cure was a free program called Ad-Aware, a well-known spyware remover:

Have you tried the "Save for Web" option in PS7? I find it helpful because it will allow you resize the image, select compression method and amount of compression, and shows the image size as well as a visual of the final image. I usually select a 150px x 150px area of the image for a thumbnail. Reducing an entire complex, detailed image for a thumbnail doesn't work very well for me.
