As a developer of this plugin pack and owner of the site, I would like to add that there is more free stuff there. Photo Tinter, for example, is a separate product, it can be located using "Products" menu. Halftone filters in this pack are presented by demo variants of full versions. However, if you proceed to corresponding filters pages (via index page for this pack), you'll find freeware feature limited variants available as separate downloads. In a word, I invite you to explore the site further :-)

I don't know much about it, but am interested in finding out more. Also, Painter has a function called Ëxpress Color' which I have explored a little. You create a gradiant and apply it to a BW image. I think the color values in the gradient are expressed in the areas of equal value in the BW (but I'm not sure, this is also something I want to learn more about).
It sounds like you are interested in finding correlation between lightness and chroma, than transferring it to a different image. In this case, you may give a try to this freeware: http://photoshop.msk.ru/aspt/ (Windows only)
