You should be able to use the scale tool to change the size or when you imported it double check what scale you are importing it at if the scale is set for example .01 when importing change it to a scale to 1 that might help being that you are using a much older version of Blender that I no longer have installed trying following these steps
When importing 3DS files into Blender 2.76, scaling issues can occur due to differences in how different software programs interpret units. Blender's default unit interpretation is often one unit equaling one meter, while other software might use different default units like centimeters or millimeters.
Here's how to address scaling issues when importing 3DS files into Blender 2.76 and aim for a scale of 1:
1. Check the imported object's scale:
Select the imported 3DS object in the Outliner.
In the Dimensions section of the 3D window, verify that the scale is not 0. If it is, change it to 1.
2. Adjust the scale during import:
When importing your .3ds file, there might be options to adjust the scale. In some import settings, you can specify a scaling factor.
If your object appears very far from the center after importing, set the "Size Constraint" to 1000 in the import options. This can help bring the object into view.
3. Scale the object after importing:
Select the imported object (or multiple objects) you want to scale down.
Press S to activate the Scale transformation mode.
Enter the desired scale value, like 0.01 to scale down (e.g., from meters to centimeters), or 100.0 to scale up.
Press Enter to confirm the scaling.
To scale uniformly, grab the outside ring of the scale handle.
4. Apply the scale:
After scaling, it's good practice to apply the scale so the object's original dimension values are consistent with the new scale.
Select the object.
Go to Object > Apply > Scale. This will reset the scale values to 1 while preserving the object's visual size.
5. Consider unit settings:
You can also adjust the unit scale in Blender's Scene properties to align with your imported file's units.
Go to Properties > Scene > Units.
Choose a unit scale, for example, 0.001 to scale meters to millimeters.

That looks like there is an error in how the OBJ was export out of Bryce and how the obj was created is why it is not importing properly into Blender the actual Bryce OBJ might have some corruption either it is not a solid manifold object or how it was export out of Bryce and regretfully I no longer have Bryce installed on my system to test what I the issue might be sorry. But my instincts tell me there is something wrong with the actual obj itself

CG Cookie still has some free tutorials on their site and many are still applicable from modeling basics and topology granted many of the free ones are for some older version of Blender but the techniques and how to get started with modeling are universal across many modeling software so if you can not access YouTube then that might a potential resource you can look atYou know, I'm banned from YouTube and Facebook on this computer. I guess I'll have to use my tablet.

You can not open a 2.83 file in Blender 2.76 because it is in a newer format you can open 2.7 files in 2.8 but not the reverse
