The last time I rendered and it looked "blocky" like that it was around 8% TF.
Strangely enough, I used to not get this problem even if it was around 30-40%.
Oh well, it works now I guess.

Check the render options, and in front of Object antialiasing, click on Edit, and in the new window, check on the right side if there is texture filtering applied. If so, setit back to zero. and rerender.
If you used a preset, any present above "final" (but not final) now uses tetxure filtering.
That was it! I had played with the texture filtering but never set it all the way down to zero.
