I am a computer engineer and a graphic designer. I build PC's for clients. I would build a PC that DOES NOT MAX out everything as stated above, if you are on a tight budget. Make a PC that is upgradeable. I do all my work (3D) Graphic & Web) on an AMD XP 1700. 694 MB of RAM. I custom built it. Prices fall my friend, be patient. I know what it is like to be on a tight budget in today's times. My suggestion: Buy a barebone system. Make sure if you are using Poser or Bryce, etc. you have @ least 512 MB of RAM. I would use a Processor (I am an AMD dude) that is at least 1.7GHz or above. Buy your RAM from a manufacturer, such as Crucial.com. Buy your parts from a reputable company. I like newegg.com. If you are uncomfortable building a PC purchase a simple system from Tigerdirect. This would save you $$$. Remember, what you build today will be obsolete tomorrow. Save your money and go for something not only economical but also upgradeable. Hope this helped.
