Well that was weird. I just read through the Poser Reference Manual and learned of an 'Options Menu'. A little downward pointing arrow atop the Library palette.
Let it be known, the items I had installed in the Test folder created as per cspear's instructions were of the Props and Poses categories. Freebies from 3d-pinup.
So, after clicking on the downward arrow, a menu popped up, I noticed another arrow pointing to the right beside the Props and Pose categories, clicked on it , another menu pops up for either catergory, beneath either categories heading was none other than '3d-pinup', clicked on them, et voila! In the afore mentioned categories, when then Test folder was selected, I could find the previously mentioned freebies!
Big hugs and lots of thanks to everyone who tried to help out, and lets not forget the 100+ peeps who took the time out to read ones problematic post. WOOT!

I feel like my brain is connected to that boom stick in your profile pic. I have tried linking to both C:Test and C:Testruntime, but Poser says no. Bold Poser! I don't know why Poser says no, what with it being up to date and all 0_o

To ypvs, I don't know how to do a screengrab. And, not to be rude, I have been clicking the folder containing the runtime not the runtime itself.
To MagnusGreel, I'm running XP Service Pack 2.
To markschum, you right, I did notice that, after following cspear's instructions, a libraries folder was created in the empty runtime folder.
So I went ahead and added stuffs to the runtime folder, created by follwing cspears instructions, via copy, paste, overwrite? But of course!
To cspear, again, not to seem rude but the Test folder was detected, not the runtime. Empty or no. Forgive me if I misunderstood your instructions.
I hate to say it, still no joy.

I have officaily gone blue in the face. Folder structure is grand, I just started from scratch. On my C drive I created a runtime folder, added a few items, opened Poser clicked the '+' to add runtime, browsed for said runtime, selected the runtime folder, clicked okay. What shows up in the library, only 'C:' Even after installing SR3.
According to everyones suggestions, either I'm doing something wrong and not seeing it, or software in general are trying to tell me something. And that is, "Software is not for you to understand, hardware is".
Either that or Poser, like various other software, was designed for Macs, not PC. I can build a PC, not a Mac, and they is expensvie to buy on my side of the pond.
Anyway, a hundred million thanks, to all who tried to assist me with this issue. But I can't see the external runtime method of content installation working for me.

Reinstalled Poser 7. Didn't change a thing. 3anson, what is SR3? I tried the other methods prescribed by yourself beforehand to no avail.

I did as suggested, I even renamed the folder in question to runtime. Still no joy.
Also, some time ago AVG detected a 'corrupted' .dll file belonging to Poser 7. I beleive the file was tcldde83.dll, but I found a replacement file for that which was bigger then the supposed corrupted file.
Might that be the cuase of my woes?

Well, when I tried that I was given the option to browse for a runtime, so I located a runtime folder that I created and named runtime storage. It will detect the runtime storage folder, but not the runtime folder inside with the actual contents.
