Start with the Victoria 3 sr-1 character.
Inject the morphs you want to use.
Save the character in the library.
Now here comes the fun part:
Open up the saved .cr2 in a text editing program. (I like to use Textpad, but there's several good free ones out there. Don't use Wordpad unless you have nothing better to do for the weekend!)
Delete all the material settings blocks at the end of the file. (Delete the line that starts with material and all the "gunk" within the curly braces underneath it.)
Delete all the group blocks. (You'll find it under the channels section in each body part.) Here's an example:

Do a find/replace on each of the following lines, replacing each line with just a space:
backfaceCull 0
visibleInReflections 1
visibleInRender 1
displacementBounds 0
shadingRate 0.2
smoothPolys 1
Save the file under a new name.
Load the hacked .cr2 into the Tailor as the base figure.
Load the clothes into the Tailor as usual and run the Tailor as usual.
Warning - you may see a lot of "-" morphs in the .cr2. Just ignore them.

Ok heres an easier way. 1)Open Vicky 3 zero all her stats and morphs. 2)Export teh OBJ as one object. 3)Give her all the morphs. You want to port over 4)Export Vicky 3 again REPEAT 3 AND 4 UNTIL YOU HAVE ALL FULL BODY MORPHS YOU WANT 5)Open a new document 6)Now open my mannikin avaialble in feestuff 7) delete the morphs (optional) 8)import the oriognal vicky 3 make sure WELD VERTICE is NOT checked 9) replave the manikin with the unaltered Vicky 3 object 10)Create new morphs from teh other figures 11) Save Once thsi is saved you can us eteh same figure and add more morphs to it Open this is tailor- and the manikin is lot quicker than a full blown charter with all teh body parts.

And, for the lazy or inept, there's the Jackson method: Wait for someone else to do it then buy it. Or get it from Freestuff, whichever is applicable.

How did you create the maninkin originally?

I made a rough madel of Victoria 2 in Cinema 4d with Hypernurbs (subdivision modeling) and mad a mirror image With subdivision modeling it is easy to get it to match the V3 model. I am also hve morph to make it fit Mike and posette

Sorry I tried but the tolerances for tight cloths do not work well and tailor does not work well for transporting radical morphs over loose clothing (like converting mike and posette clothes to V3) so its a failed experiemnt I filed away next to my three headed dachshund
