how do i view Targa image's and convert them to jpeg.

I know Paint Shop Pro 6 can read .tga files. Not sure what other programs can read them. Try one of your 2D graphics programs and see if it can read them. Other than that, look for .tga viewer/converter using a search engine.

Corel Photopaint can read them too.

Irfan view can do conversions. I don't have a tga handy, but it can save *into* tga, so I suppose it can do it the other way.

XNview opens every image format I know and even lots that I don't know.
