Is there one common directory to place jpeg files. With some of the items I have downloaded, all I get are jpg files.

Jpg files are usually texture files and go under the texure folder.
Ask me a question, and I'll give you an answer.

On the ones that come with only JPG's Its no good putting them in the texture folder unless you make a mat file for them after you place them there or there just taking up space on your hard drive.

JPG's, or other texture files (tiff or bmp being the next most common) are associated with some library item (mat pose, prop, hair, or character). Most download files have a 'readme' file that tells you where they should be if not already placed in a particular file under the textures directory. There are a number of ways to organize them and there are threads on this forum that address this issue. I favor a grouping of texture files based on how often I need to go to find one. I will also group them under the author's name. I have sub directories under the texture directory with name such as DAZ, Vicky, Mike, Mike's Clothes, MilGirl, War, Buildings, Ground, Vehicles, etc. In each case I have found it necessary to make sure the item in the library knows where the texture file is located. This is done by running CorrectReference, a free utility here in free stuff that locates where you put the required texture file and rewrites the library item's code accordingly. It is not necessary to make MAT files or materials in P5, although some people like it that way. The size of the texture directory can exceed the total size of all other directories combined once you get into this.

Unfortunately, there is not readme file with these files, so I put them in the texture directory. I still am not sure how to access these files within Poser.

One thing i ALWAYS do is to copy the file name and save the thumb / image file with it. That way later when I get around to it I know what it is or atleast have a good clue. If its a skin texture its pretty easy to figure out but if its clothing good luck.
