I am loking for someone to match a style that I saw in an image. It is a vector image that was done in poser. I also saw somthing similar on this site, but the person does not have time for the job. The image you're showing above is not real a vector image, it's done with a special set of lights in Poser, so it looks like vector media, this is usually done to use with Macromedia Flash, and the link above is also not vector media its a line drawing colored on a painting program like PS6 or Corel Paint.

how do i use the lights to get this effect?

There is a set of lights called Cartoon lights, there might be in the Freestuff section, though I'm not sure, just use them as regular lights in Poser and rnder you image as normal.

Snowsultans tutorial is brilliant. It helped me immensely with flash rendering.

oh.. Thats flash settings set to 6 colours.. Might be even better in 4 or so.
