Is there any way of creating a cell shading effect in photoshop?

It depends on the source material and the effect you want... Cell-shading with black lines would require a different approach than when you want a posterized effect without those lines. For starters, the source material (photos or renders) should have good contrast and color. It would help if you could show what material you want to look cell-shaded and what end-result should look like, style-wise. Sorry for my blunt first response, but the question is like 'can I change red to green in photoshop'. Or 'can I create a tree in photoshop'. Everything is possible in Photoshop, the limitations are set by your expectations/whishes, the available time and eventually, your artistic abillities. I guess every cell shading re-working approach will need a bit more than just a bunch of filters (because you want to lose some details, but want to keep others for instance), but we can try to find a way.

hoofs right, depending on the style or expected outcome, the approach is different.

Do you have an example you can post that we can "disect" and give you an idea how to go about replicating it?
