I have followed the instructions to the letter, but, I get a message that says I already have a driver installed and I need to remove it first. I tried. I went to the device manager and tried to find the one I should remove. I couldn't. Please help

Which OS are you running?
Did you plug in the wacom before starting computer?

The driver that was already there might be all you need. Did you reboot and see if tablet was working?

Tablets are recognized as "Human Interface Devices", and when plugging the tablet in, that should be the first thing that pops up (without the Wacom drivers installed). With this, the tablet should function as a simple pointer, no pressure sensitivity or pointer acceleration. If you can, try installing the drivers without the tablet being plugged in. Ad if all else fails, this is not the place to awsk, email wacom technical services, Leanne Tresch (the person who will likely be responding to you) is second to none in my books for tech support.

To Dreamer101. I did try to use the tablet. It is working, I just don't have the software that goes with it.I tried it with Painter, it is working fine. Thank you for the advice. to B-M-P-peror, thanks for answering my plea. The driver would not install when I unplugged the tablet.
