Maybe the scene just glances at these buildings thus detailed textures may not be necessary. I would use one texture to save render times , if this is the case , in an animation. In fact it looks like the same texture I used in my scene 'Cityscape' and that was just one texture for an entire inland empire.

I think it looks pretty cool. On a quick fly-by it wouldn't be particularly noticeable to anyone who wasn't a 3D artist that it was all the same texture. Gives it a unifying look. I'm not saying it would HURT if some of the small buildings were different colors for contrast. But it's a work in progress, isn't it?
