A place where people who can't afford fancy programs (Like me) can request images for stories or such? For example, the requester gives a basic description, maybe says what actor the character is suppose to look like, and ask if anyone would make that image for them.

You could probably use the CHallenge Forum for this. Unless you're looking to create a graphic novel/comic book type thing - then we'd need to push to get that forum going here (or you could use the Comic/Graphic Novel forum over at Willow's PFO).
