I have been putting together a package called "Gothic Jewels"..originally it was to be 5 characters, textures and all..I kind of thought this would be too large of a zip for most people..so my question is..would it be better to offer it as a Mat package only..or to do each character seperately..that way the character INJ's would get out too?

Cruelty, Actually, it's the textures that usually eat up all the space in character package. MOR poses are usually less than 100 KB, where a good-resolution texture set is 300 KB each for the head and body textures. Add in make-up and tattoo options and bump files, and your zip file is bursting at the seams. So for that reason, it might be best to do separate packs.
