It depends on which version of Poser you have as to their uses. Poser 4 has 2 different rsr files. The other type in Poser 4 are object rsr files that Poser 4 creates when it read an object to make it load faster the next time. The ones you probably downloaded are for making the thumbnails in the Poser 4 libraries.
Poser with Pro Pack and Poser 5 use png files for this purpose. So if you downloaded something with both a png and and rsr file, you can delete the one you don't need. Poser 4 you need the rsr. Poser Pro Pack or Poser 5 you only need the png. If there is no png for those versions they make their own from the rsr file.
The rsr and png will have the same name except for extention as the file it goes with. I hope this helps.
