File menu --> Import --> 3D Studio --> .3ds file
If your model is in .max format, you'll need to resave it from 3DS Max in one of Poser's supported formats (.obj, .3ds, etc.) or convert it with an expensive third-party utility.
The mesh will be imported into Poser as a static, nonposable prop; it will not retain any bone structure assigned in 3DS Max. If you wish to turn it into a posable figure for animation purposes, there are a number of figure-creation tutorials here and at other sites.
If you need to learn about animation in Poser, the esteemed Dr. Geep has a quick animation primer for beginners here.

Both Poser 4 and Poser 5 import 3ds files - not MAX, though. That's the easy part. Character setup is another story altogether. There are plenty of tutorials and information on creating a posable, animatable figure in Poser. The first one is your Poser manual. There is also a new book called "The Secrets of Figure Creation with Poser 5" (also good for Poser 4 Pro Pack) which is a must have. There are tutorials all over the web - Renderosity, PoserPros, DAZ Arcana, 3DCafe, you name it. And if you become confused or have problems, go to the forums and ask lots of questions.

There is no difference between animating 3ds files or Wavefront obj files (or any other geometry file importable) in Poser. Once the geometry is loaded, the results are the same. You get a static geometry with no retention of bone structures or weight maps. You must "recreate" or create them anew in Poser (since it uses its own boning system). Then animation is done using the animation features of Poser. All of this is explained in the manual (print and pdf included with Poser). You MUST have Poser 4 Pro Pack or Poser 5 to do figure setup (boning). Poser 4 does not contain the necessary ability to create posable/animatable figures by itself.
