I'm somewhat of a beginner and wanted some feedback on how to improve this pic.

put soft shadows on, and put something more into the scene, or put a light about that building, so you can see some more detail ;)

I'd use a different water mat, the frequency on that one is too regular...

Do not us an infinite plane for water, use a terrain instead.
