They are setup to look like a real store,and have UNBELIEVABLE prices to lure you.
What those sites are really about are one of three things..
1)Selling illegal copies of softwear....better know as Warez
2)Scam sites to get your credit card number
3)Both
SWAMP

if you go through the "fine print" you'll find this little snip:

  1. Terms of Software Use

9.1 You understand that in order for "XXXXX.xxx" to make you a copy of any software, you acknowledge that you are the legal owner of this same software, and are looking to just make a new copy for archival (backup) purposes only

It goes on about how you have to be a legal owner, blah, blah, blah. Then it has the section on "No Refunds".

I think they're scamming people by selling them a useless copy (who would pay that much money to get a backup copy which they could easily burn themselves?) and wonder if you could actually install and use their copy? (especially for PSCS which requires registration)

These "backup" places would have to give a serial number in order for anyone to install it and make it work. If they don't offer a serial number, the CD is worthless. If they do offer a serial number then it's not a true "backup," of course. It would seem to me that selling an unusable copy is fraud.

Then there's the "No refunds" clause... and Adobe's "terms of Use" disclaimer.

Anyway i'd STAY CLEAR!!!
