Do they create character behaviour or something? Or is it just a configuration tool?

Whatever you want it to do - so far, we had a particle system, metaball modeling, collision detection with deformation, automation of various light controls, a few animation utilities, exporters, importers and procedural animation and probably a number of other things I forgot or am not aware of. Still, I think you can do more with it than just that.

For me the most enjoyable category is using text or MIDI files to move humans or musical instruments in Poser. Character behavior (as in gaming) is an interesting question. I don't think it's been done yet. In theory, it should be possible to give each character a personality, using some kind of external database of rules and an overall pattern.
