Subject: Rotation help needed

1.How can I rotate a layer by taking as center a specific poitn and not the layer's center? 2.Is there any Radial Array command in Photoshop?

Look real careful there at the cursor. See the little circle with cross-hairs? This is what we move.

Now, I forget the name of the tool that used but its the select tool that allows you to move things around. I think it looks like a cursor on the tool-bar.

Anyway, you need to first select this tool I'm talking about before you do the select all, edit, rotate thingie...

Select > All is not necessary. Edit > Transform > Rotate. It will put a bounding box around non tranparent part of layer only. You can then drag the center point to any place and rotate around that point. It also doesn't matter which tool you have selected at the time.
