Subject: Looking For Simple Color Change Solution

Hello -- what a superb forum. Here's my 2 questions ... is there a simple process where I can select a given color value in an image and change all other pixels within the image which have the same value to a completely different color value ? (Example : if I specify a pixel that is a certain RGB shade of blue, and I want to "convert" all other pixels with that same RGB blue value to ... say ... a certain RGB value of red ? Question 2 is like the first one, only I'm wandering if there's a way I can specify a tonal range within the image and convert all pixels within that range to either (a) a specific new RGB value or (b) a entirely different tonal range ? Please keep in the mind that the pixels can be anywhere in the image. (It's not like I'm trying to change a singular colored object within the image, but ANY and ALL pixels within the image, wherever they are situated, which meet that "color criteria".)
