Black leather tutu?!? Now that's Gothic!! oh wait, you mean a black leather her suit...with a tutu?? If your using P5 you might check RDNA's free P5 section, Traveler has posted some great P5 textures and then you can see how he did it or just tweek his (materials that is). In Photoshop you should have a filter called "texturer" and you can make a leather texture for it. Paint it black apply the texture then add a smig of blue tint. Wait, I see you are emphisizing Shinny, have you looked at Traveler's Black Latex texture? (for P5) He has two pre-sets ready to go. Change the bump and you'd have shinny leather too.

If you're in P4, go to the materials room and set the base colour as 100% black, the highlight as 50% black, with a highlight percentage of 70%. Make the last two 100% black. Should work pretty well.

take sean's advice, and then use a map with simple noise in black and white as a bump map at about 20%. I have several in different sizes I use for this sort of thing. THe bump map combined with the highlights will give you that sheen without being superglossy and smooth. similar idea and different setup for Poser5 of course. At lest there you can use procedural noise and no extra maps required.
